Additionally, second-hand cosmetics may be missing required labeling information, such as ingredients, warnings, and directions for safe use. A cosmetic is defined as any substance or mixture of substances manufactured, sold or represented for use in cleansing, improving or altering the complexion, skin, hair or teeth, including deodorants and perfumes."
